Sino-Latin American Forum on Legal Cooperation

Dear Sir or Madem,

It is my great pleasure to invite you and a delegation from your organization to attend the first Sino-Latin American Forum on Legal Cooperation to be held from October 31 to November 4, 2007 in China. The first Forum is expected to enjoy participation of judicial officials, lawyers, law experts and scholars and entrepreneurs from the Republic of Argentina, the Federative Republic of Brazil, the Republic of Chile, the People's Republic of China, the Republic of Colombia, the Republic of Cuba, the Republic of Peru, the Oriental Republic of Uruguay, the Bolivar Republic of Venezuela, and other countries in this area, following the spirit of Cooperation, Development and Win-Win, to discuss legal issues of common interest in respect of economy and trade in this region.

China and the Latin-American countries share similar historical experiences and have the same tasks of promoting the people's living standard and enriching the country and the nation. In recent years, with the development of economic and information globalization and the regional economic integration, the contact and trade investment between China and Latin-American countries have increased day by day. China and Latin-American countries have reached a profound consensus that it is of great significance to carry out various kinds of regional economic cooperation for the overall and balanced development of politics, economy, society, and culture in this region and for the promotion of people's living standard in each country.

However, at the same time, due to the different legal systems and cultures between China and Latin-American countries, and the lack of exchange and understanding about each other's economic laws, regulations and policies, trade disputes and conflicts in this region are continuously increasing.

Under these circumstances, a high-level, open and influential Legal Forum between China and Latin-American countries will definitely strengthen the legal exchange and cooperation between China and Latin-American countries' legal circles, consolidate and deepen the economic and trade association in this region, create a favorable legal environment for smooth investment and trade between China and Latin-American countries, and provide a substantial legal support and guarantee for various kinds of exchange and cooperation among these countries.

The theme of the first Forum is "Strengthen Legal Exchange and Promote Regional Economic Cooperation".

The proposed topics include:

1, The Role of Law in the Development of Sino- Latin American Friendly and Cooperative Relations

2, Comparative Study of Chinese and Latin-American countries' Trade Laws and Regulations.

3, Application of the Dispute-Resolution Mechanism in Regional Economy Cooperation.

For the other topics, it is open to your suggestions.

In addition to the workshops on above topics, there are various programs available to all participants, such as opening and closing ceremonies, seminars on specific topics, visiting joint ventures, and sightseeing. Furthermore, in order to provide an opportunity of face-to-face exchange for law practitioners, researchers, government officials, entrepreneurs and businessmen in each country, we shall set up "Legal Consultation Desks" for each country's legal organizations. Delegates could freely exchange information on their interested economic laws and regulations, dispute-resolution mechanisms and measures, carry out consultation, make friends, improve trust and seek for business opportunities.

We are trying our best to make the first Sino-Latin American Forum on Legal Cooperation an academic forum for legal officials, experts and scholars to exchange ideas and enjoy free discussion, a site for entrepreneurs and businessmen to develop their business, and a bridge for all delegates to make friends and improve understandings.
