The 2nd Regional Forum on Legal Cooperation

Dear Sir or Madam

On behalf of China Law Society, I sincerely invite you and a delegation from your organization to attend the second Regional Forum on Legal Cooperation to be held from August 1 to 5, 2007 in Xi’an, Shaanxi Province, China. This Forum is expected to enjoy participation of about 100 delegates including judicial officials, lawyers, law experts and scholars and entrepreneurs from Azerbaijan, Belarus, Bulgaria, China, Czech, Hungary, India, Kyrgyz, Mongolia, Pakistan, Poland, Russia, Tajikistan and Uzbekistan, following the spirit of cooperation, development and Win-Win, to discuss legal issues of common interest in this area.

In August, 2006, more than 300 delegates from Azerbaijan, Belarus, China, India, Kyrgyz, Mongolia, Pakistan, Russia, Tajikistan and Uzbekistan participated in the first Regional Forum on Legal Cooperation in Urumqi, Xinjiang Autonomous Region, China. During the Forum, focusing on"Strengthen Legal Exchange and Promote Regional Economic Cooperation", the delegates deeply explored and reached broad consensus on the economic and social opportunities and challenges of this region and they unanimously agreed that it was of great significance to strengthen the dialogue, exchange and cooperation among the legal circles of the countries in this region so as to promote the mutual understanding and trust among the countries, to ensure the smooth flow of trading and investment and to promote the comprehensive stability, prosperity and development of this region. On the closing ceremony of the first Forum, 42 organizations from the above countries became the founding member of the Forum and approved and signed the Urumqi Declaration, showing that we legal circles of this region would try our best to enhance the peace, stability, development, prosperity and harmony of this region.

In order to continuously further the friendship and understanding among the legal circles of this region, to consolidate the achievements of the first Forum and to fulfill the Urumqi Declaration, China Law Society would like to hold the second Regional Forum on Legal Cooperation from August 1 to 5, 2007, in Xi’an, Shaanxi Province, China.

The theme of the second Forum is "Strengthen Legal Cooperation and Promote Harmonious Development of the European-Asian Region".

The proposed topics include:

1 The Role of Law in the Process of Promoting Harmonious Development of this Region

2 The Legal Protection of Foreigners of the Host Country

3 Comparative Study of Investment Laws

For other topics, it is open to your suggestions.

In addition to the workshops on above topics, there are various programs available to all participants, such as Opening and Closing Ceremonies, Seminars, visiting joint ventures, sightseeing in Xi’an and visiting the world famous Emperor Qin’s Terro-cotta Warriors.

The second Forum will still be sponsored by China Law Society and organized by Law Society of Shaanxi Province and China Legal Exchange Center, and widely supported by the China central government, local government and related institutions and authorities.

The second Forum is scheduled for five days from August 1 to 5, 2007 (Registration is on August 1, 2007). The registration fee is US$100 for each delegate, which includes the picking-up and seeing-off services at the airport, conference documents, working meals, welcome and farewell banquets, visiting the Emperor Qin’s Terro-cotta Warriors and transportation from and to the conference venue during the Forum. However, the accommodation shall be undertaken by delegates themselves. As a Distinguished Guest, such as President of nation-wide legal organization, President of Supreme Court, Attorney-General or Chief Prosecutor, Minister of Justice, the registration fee as well as the accommodation in Xi’an will be borne by China Law Society.

We are trying our best to make the second Forum an academic platform for experts and scholars to exchange ideas, a ground for entrepreneurs to catch commercial opportunities and a bridge for participants to make friends.

我会致中亚各国的邀请函

尊敬的先生/女士:

我谨代表中国法学会,荣幸地邀请您和您的代表团参加于2007年8月1日至5日在中国陕西省西安市举办的第二届“区域法律合作论坛”。此次论坛将邀请来自阿塞拜疆、白俄罗斯、保加利亚、中国、捷克、匈牙利、印度、吉尔吉斯斯坦、蒙古、巴基斯坦、波兰、俄罗斯、塔吉克斯坦、乌兹别克斯坦等十余个国家的近百名政府司法官员、法学法律界人士和企业界代表,本着“合作、发展、共赢”的精神,共同探讨本地区各国普遍关心的法律问题。

去年8月,在中国新疆乌鲁木齐,来自阿塞拜疆、白俄罗斯、中国、印度、吉尔吉斯斯坦、蒙古、巴基斯坦、俄罗斯、塔吉克斯坦、乌兹别克斯坦等十个国家的300多名代表出席了首届“区域法律合作论坛”。与会代表围绕“加强法律交流,促进区域经济发展”这一主题,就欧亚地区经济与社会发展面临的机遇与挑战进行了深入探讨并达成广泛共识。代表们一致认为加强欧亚地区法学、法律界之间的对话、交流与合作,对于增进本地区的相互理解和信任,保障本地区各国间贸易往来和投资顺畅,促进本地区的稳定、繁荣和共同发展具有重要意义。在论坛闭幕式上,中国和欧亚九国的42个组织成为了论坛的创始会员,通过并签署了《乌鲁木齐宣言》,表达了本地区各国法学、法律界为促进本地区和平、稳定、发展、繁荣、和谐而不懈努力的共同愿望。

为了不断增进本地区各国法学法律界的友谊与理解,巩固首届论坛取得的积极成果,落实《乌鲁木齐宣言》的有关内容,经研究,中国法学会拟于2007年8月1日至5日在西安举办第二届“区域法律合作论坛”。

此次论坛的主题为“加强法律合作,促进欧亚地区的和谐发展”。议题包括:
        1、法律在促进地区和谐发展进程中的作用
        2、本地区各国对外国公民的法律保护
        3、外商投资法律制度比较

论坛期间,我们将为各国代表安排丰富多彩的活动,例如举办专题研讨会、参观涉外企业、西安市内游览、参观举世闻名的西安兵马俑等等。

第二届论坛仍由中国法学会主办,陕西省法学会和中国法学学术交流中心承办。论坛得到了中国中央及地方政府和相关机构的大力支持。

论坛为期5天,8月1日报到注册,4日参观兵马俑,5日代表离境。注册费为每位代表100美元,包括机场接送、会议文件、工作餐、欢迎宴会、欢送宴会、参观兵马俑等费用。作为贵宾,贵组织的会长,贵国最高法院院长/最高检察长/司法部长与会期间的所有费用(包括食宿交通等)均由中国法学会负担。

我们将努力使“欧亚区域法律合作论坛”成为本地区法学、法律界交流经验的学术平台,成为企业界扩展商机的场所,成为与会代表广交朋友,发展友谊的桥梁。
